The offical location is listed as "Access Road: US Rt 40, State Rt 24" This site had an ABAR Radar instead of a HIPAR Radar. ABAR is an "Alternate Battery Acquisition Radar", which is not as good or as expensive as a HIPAR or "High Power Acquisition Radar"
