Rule 103.A.3.c is a formula for calculating a variance charge for a car where a JIC was sent to the responsilbe party along with an estimate of repair.

This means that if an estimate is sent along with the JIC and the responsible party endorses the JIC, then the owner of the equipment can send an actual bill which is higher then the estimate as long as the bill is within the calculated tolorances.

The responsible party can not audit the overage as long as the added charge items are listed on the endorsed JIC
